I believe I have the RadioShack spl meter somewhere.
What app are you talking about?

I activated the tube section of oppo and ls 100 after long time - there seems to be some hum - it is slowly going away.

Those are nice amps :P

I do 2 things to measure the bass.  First I play pink noise through the system and then I use an FFT or RTA program to measure the full range output. 

If you have an iPhone, then the app I like to use is called AudioTools.  You can search and download it from the app store.  After you download it and launch it, there's a bunch of different options for measurements on the main menu - the FFT option is the one you want to select.

Try switching around the pre-outs from the preamp to make sure the sub is getting a signal.

When I received mine, a connection in the plate amp had come loose causing bass issues. Make sure the wires/connectors in the plate amp are tight.

If only one panel is playing, try switching the speaker wire so the left amp is hooked up to the right speaker and the right speaker is hooked up to the left amp.

If the left speaker keeps playing and the right speaker does not (ie, no change) then the problem is the speaker.

If the sound switches so the left speaker is not playing but the right speaker is, then the problem is not the speaker.

Amp plate wires look secure.

Perhaps amps are specific for left and right side.

Will switch amps sides and see what happens.

It might be helpful to snap a pic of one of the sub amps and post it here so we can see how you got it hooked up and the settings you're using.

Eliminated the pre amp completely.
Using Oppo 205 as DAC and pre-amp - split left and right signal to speaker amp and plate amps.  Everything work fine.  Volume control is through Oppo 205 at 60. 
Now need to tweak the volume to optimize listening.

First going backwards or forwards, switch wires/connectors left to right to isolate component.
