Wash your discs with an RCM or manually with lotsa' clean/clear water and some cleaning fluid of choice and the static build-up will be greatly reduced.
Frankly, an RCM would seem to do a better job of reducing static as wiping a clean cloth on clean discs invites more static to begin the process over again
Once cleaned on RCM - static issues were eliminated for me (native to NY and lived 9 years in very humid Washington DC)
