Signal gauges on tuner reading when powered off

I bought a used Dynalab FT-101A tuner recently and it operates fine. 

I just noticed, however, that when it is powered off, the signal strength gauges continue to operate as if it is still on; only when I unplug the unit do they flop to zero. 

Is that normal?  If not, any idea what the issue might be?

Hi Bob,

My FT101A has been doing it since I bought years ago and the needles are still bouncing. I believe that is the normal operating mode for the needles with the FT101A. The circuitry that passes the signal to the gauges is not disengaged unless AC is removed from the tuner.

As I said, my unit has been doing it for years with no issues.
