I'm curious if the actual wire is still Belden 19364. I guess I'll go ahead and cut one open and find out.

Just what do expect to find after cutting one open? A little fortune cookie tag that says "genuine Belden 19364?" The Belden part number refers to the entire cable: conductors, insulation, shielding, jacket, etc. If it doesn't say Belden 19364 on the jacket then it is not Belden 19364. It may, in fact, be equivalent to, better than, or worse than Belden 19364 but I doubt you would be able to unequivocally know which just by looking at it.
BTW, Belden 19364 is hardly the best bang for the buck power cable. That honor belongs to Belden 83xxx series. Better shielding, better insulation (Teflon instead of PVC), lower inductance, two, three, or four conductors, the latter allows star-quad geometry, etc. Just my opinion.
