You might want to look at the IRD Purist preamp. It's SS, extremely quiet, transparent, and it has a liquid mids and highs no SS harshness.

It is gain selectable (0-> +9.5dB), at 0dB it is effectively a buffered passive.

It has dual outputs for bi-amping and is inside your cost range. Some guys on AC have this model and may offer their opinions.

Hello all,
I think I need to pick up a preamp..I mostly need it to only switch from TT to CD and to allow for bi-amping. Any suggestions for under 1000? If there is some alternative to running a preamp that someone knows of I'd be into that as an option (to eliminate as much circuitry as possible). Im running tubes for the top end an SS on the bottom end.
