You might want to look at the IRD Purist preamp. It's SS, extremely quiet, transparent, and it has a liquid mids and highs no SS harshness.

It is gain selectable (0-> +9.5dB), at 0dB it is effectively a buffered passive.

It has dual outputs for bi-amping and is inside your cost range. Some guys on AC have this model and may offer their opinions.

Sorry guys, guess I can't post IRD product info in some of the areas. I believe the rules may have been updated? I'll go read the mfg posting rules so I understand current AC policy.
