I have "Funky Kingston" on vinyl. The simple answer to your question is that yes, they reused the artwork. This was one of their early albums (and if memory serves - (I'm at work now and can't check) the song list is a little different).

This was part of a 6 CD set info here

short blurb:

+1. I did like When I Was Cruel quite a bit and Brutal Youth was OK but yeah, there's been some tough sledding since Spike. That album is a trainwreck from a cohesion point of view but I love a lot of those songs. God's Comic just kills me!
