Wifi routers to make cell calls?

I live in a near dead-spot for AT&T cell reception, so calls are often garbled.  I've heard about wifi routers that you can make cell calls through.  Anyone have any suggestions?

I have an app for my iPhone through AT&T called Ring Central.  It allows you to use wireless to make VOIP calls.  I use it when I travel internationally to save on the outrageous roaming and international rates (~$2/min).  I'm not sure what my company pays for the service, but I'm sure there are other similar apps.
