What is the best way to secure / attach acoustic foam tiles to the ceiling?

Is it better to glue the foam tiles to some sort of backing-boards and then  attach it to the ceiling with wood screws or velcro?

Or will using drawing pins to secure them to the ceiling simply suffice?

Just go get some spray adhesive from Home Depot.  This works well and they can be removed later if you move without damage. I use the 3M multipurpose stuff.

Some glues may eat the foam for lunch.  Make sure you get the stuff suitable for foam.  It may be difficult to hold the foam on the ceiling while it dries. If so, you could attach them to peg board then fasten them to the ceiling with screws.
