The 20GB SSD included in the linked Intel package is probably a bit small for a Windows installation.  The OS would fit, but wouldn't have much room for paging file, hibernation file, updates or defragmentation.  I would look for a package that either includes a 32GB to 64GB SSD, or select one without SSD and add it separately.

Unless you're biased against Macs, I would buy a used Mac Mini off of ebay for essentially the same price. It's well known to be a great music server and there is a lot of support for upgrading its performance. A lot of businesses participating on AudioCircle prefer and support the MacMini: PI Audio (power cables, battery conversion) and dB Audio from direct experience. Audirvana Plus is a terrific player as well.

It's hard to evaluate a no-name pc on Tiger Direct. If you do want a Windows based system I would look into one of the music server builds at Computer Audiophile. They seems to have seriously evaluated the various options in building a server for Windows.

From my own experience, changes to the computer feeding the DAC are very audible, so attention to that part of the system is well worth it.

I am not against macs per say but I see no reason or benefit to go that route.
I feel there is less value.

Seems like once you add a Windows O/S and a larger hard drive, price wise you are in spitting distance of a Mac mini. Then becomes a matter of personal preference.

I don't understand why mini pcs are not as cheap as bigger desktops but given that they aren't I would go with a $300-$400 laptop.

I already have a Synology NAS so storage is moot.
That computer audiophile CAPS Lagoon seems nice but I don't know if I need silent.
I could mount the computer in the basement below my listening room.
