First, I don't know if this is doable under the current guide line.  It adds a level of complexity that I am not sure is wanted by both Johns. 
Second, I don't know if a separate moderator is needed if it were possible.

Just thinking aloud...

Tuan, you would need to propose a new circle in the new circle forum.
I think a dedicated circle for vpi is a great idea.
Most people seem to love talking about them.
