I was hoping that the 2SC2312 would be a good substitute for the obsolete 2SC2509. According to some data sheets yes, others no! 

One data sheet has the pinout: (1) Base (2) Collector (3) Emitter

Another: (1) Base (2) Emitter (3) Collector

I have since found a 2SC1945 and will look up some data on it. Unfortunately, I have 2SC2312's here.

It puzzles me how different data sheets can have different pin-outs for the same part!

Look out for bogus data sheets! The 2SC1945 should do the job.

BTW: One of the data sheets that's wrong is from Toshiba.
