As my search for an affordable Shindo or a similar class preamp didn't gain results (well Vosne-Romanee is out of reach for sure), I will now try to find something different.

So I'm seeking for an AVC/TVC passive pre or alternatively (and even better) an active tube preamp with TVC/AVC attenuation.

If you want an active with AVC volume control the Antique Sound Labs Flora is a very good option. The Lightspeed attenuator is not magnetic,but IMO is the a great passive preamp. If you want something magnetic Dave Slagle at Intact Audio can build you one of his AVC's.
