As per the above what is the actual purpose of the locked light and how do I go about to get it unlocked.Or is it normal for the locked light to be illuminate?

I would have guessed that since there are 7 sample rates the "locked" LED was added to provide symmetry to the panel, i.e. 4 LEDs in each row rather than 4 and 3.    :)
