I'm always stunned at how symmetrical snow flakes are, why is it that they flatten out like that?

Also, why do the arms of the snowflake always seem to be nearly identically formed? It is suggested that it is the micro-environment of the snowflake that allows the arms to develop nearly identical patterns, but what makes the patterns?
