power conditioning, oneac, surgex, movs

I'm new to power conditioning and have some questions.

I have a "monster hts 5100 mkii home theater reference power center with clean power stage 4 v.2.0 filtering".  I've had this thing for many years, i bought it used on ebay.

Since i bought it used, i don't know how old it really is, there's no warranty, and i don't know if the movs are ok or not, but by all indications, it works fine.

i unplugged everything from it, and the led meters says it's using 0.5 amps.  It takes more power than anything I have. It takes power to condition power ?

i also picked up a used OneAc Cp1105 isolation transformer.  Current consensus I've read tells me to use my source components with OneAC and use some non power limiting device or a wall outlet for the monoblocks.

I also just ordered a small SurgeX to possibly replace the Monster.  Does a SurgeX limit power? Does it consume power to work?

My DAC and tube pre have their own separate power supplies. Should those go into the OneAC, the Monster, or the SurgeX ?
