Kenwood L07M mkII - high frequency oscillation

I just got a pair of these bad boys for cheap (actually, free). One works fine, the other does not. When powered up, I can hear the relay, but there's no output nor does the LED light.

I checked the fuses on the bottom of the chassis, both test good.

But that's not the real issue I want to discuss. Once I fix the bad amp, I hear that the mkII version of these has a problem with a very high frequency oscillation that the original version didn't have.

Is anyone here aware of this problem? Is it fixable? Does it matter?

I used to have a pair of the original version of these amps, so I am aware of what they're capable of.

I still have a pair of the original version.  One has a slow relay switch which is why I left them on all the time.
