I'm building a XO that calls for a 470nF cap. Is this the same as .47uF ? Also, where is the best place to use premium caps vs std caps? It's 3rd order LP & 2nd order HP

Yes it is 0.47uF.
Imo fancy caps will make the most audible improvement on the tweeter's crossover network as long as the cap is in the signal path.
