They are guidelines from the Trading Post Guide.  That is how I referred to them.  I don't know that they are "policy" or "rules".

They are posted as a bold sticky at the top of each of the Trading Post child circles.  The administrators and faciliators ask that posters comply, and I think they are all good and fair requests.
 
I don't see why someone needs to withhold a price and demand someone email them to find out .  Just ask what you want for the item.  If it is too high, the item will eventually find it's fair level through PM'd offers, or the seller will reduce the price.
 
It's all just common sense stuff and most members follow the guidelines.
