What is the construction difference and the sound difference between the reissue Mullard EL34 and the Groove Tube EL34M XF 2?

I am new to tubes and still learning.

Good Evening,

Here is a follow up question.  I have been told the Mullard EL34 reissues are Russian made and not an exact copy of the original Mullard EL34 tube. I read the Groove Tube EL34M XF2 is an exact copy of the original Mullard tube made at the Blackburn facility in England.  Then i read that Groove Tube Inc does not make tubes themselves they rebadge other's products.  SO i am a little confused. I have not found an EL34M XF2 with any other name on it but Groove Tube Inc.

Can somebody enlighten me?
