How good, or bad, are budget DVDs that are $5-10?

I've been buying a lot of these cheapo DVDs lately.  I am kind of hooked on finding bargain movies at Blockbuster, some new, some previously viewed, 4 for $20, etc.  You know, the kind also at Best Buy stamped "Disc made in Mexico" on the cellophane.  For instance, I picked up a new copy of Matrix for $4.99 at Best Buy, and it appears grainy through my Pioneer Elite Blu-ray player.  It seems these discs are not even high-definition.  I use a good Audioquest HDMI cable into a Pioneer Elite flatscreen. Any better sources for buying movies for less?

Ummm...regular dvds are not HD.
Older movies are usually under $10...sometimes way under. Its the same movies that when new sold for $16 to $20.

Warner also has an exchange program for selected movies to exchange DVDs for Blu-Rays.  Most are $7.95 (some are $9.95) and if you buy a certain amt. shipping is free - http://www.dvd2blu.com/

Bought Caddyshack as a goof from WalMart.

Didn't even have a stereo soundtrack!!

And, uh, for a dead format...
I've been picking up brand new HD-dvd's for my Toshiba player for around $5, and they are fine.
Caddyshack soundtrack with Kenny Loggin's whining, 'I'm Alright' is pretty good. Best has been
'Serenity', the Joss Whedon sci-fi film with his Firefly crew.

Ok, now I am getting it, there are regular, HD and bluray DVDs.  I had not realized that distinction between cheapo and HD.  I will look for that for now on, and thanks to all for the sources.
