Any "friend" who uses his own cable descrambler?

I have a friend who is thinking of buying his own cable descrambler:
his cable provider used to have a program guide onscreen that told what was on that station, in what time period it ran and what was on next.  Since the first of the year, the guide doesn't work but can't be removed from the screen (Comcast cites "technical difficulties).  He needs a cable box to get a couple premium stations or he could just use the tuner in the TV or VCR.

Does anyone have a "friend" with his own descrambler??? They all seem to claim universal application, but I wonder if that's always true??  I'd hate to, I mean, my friend would hate to buy a box that ends up being a paperweight, esp. if it's a $200 paperweight.
