I just did some wheeling and dealing this past week and ended up two SOTA tt's.  My SOTA Star table is now available.  It has the African Rosewood upgraded frame, vacuum platter, Sumiko Premier FT-3 tone arm and dust cover.  No cartridge though.  Well within your budget range.

I think you will have a hard time finding something better than robbiesurp's Rega judging by the photos.

 I've got a VPI HW-19 mk-3, rega 300 arm, with heavy weight, and Clearaudio virtuoso wood cartridge.  Hagtech bugle with power supply (not the best box/case, but works fine).
  I've been thinking about getting rid of it, just have not had time to consider what I want for it.  Plus the thought of shipping it seems like a big job!
