I am considering trying a pair of tube mono-blocs which have pots for biasing and test points for measuring. I assume I'll need a meter to do the measuring? What meter should I get (good but inexpensive)?

You should consider a digital DMM with an auto ranging function. As far as the voltage, ask the previous owner or contact the factory.
Note: If amp seems to run too hot at recommended bias, tune for best sound and less heat.
