Oldie but Still very Goodie:  Exact Audio Copy.
http://www.exactaudiocopy.de/

I just installed it on a couple of brand new Vista PC's, even 64 bit version, and it works perfectly with bit-perfect, AccurateRip support with Freedb automatic tagging.

I remember the earlier days of EAC with my Win XP machines, when I had to manually intall and configure things like Flac to rip and compress to Flac at the same time, but the latest EAC versions come with everything included and easily configurable during initial setup  :thumb:

For pure sound quality, I like AIFF using Foobar2000.

The other popular option is dbPowerAmp.  It isn't free, but it's powerful and fairly easy to use.

I really love J. River Media Center 13 for an all in one answer for both audio & video cataloging. They have a 3D Library for album covers to killer for. Click onto an album cover and it flips to show all the album details and I do mean all.

Cheers,
