I also have a group of eight Sovtek EL34, all with date code 99 08. I am not sure if they are NOS or not, but they all test at least 100%. Test results from my Weston 981 III are as follows (1430 min, theoretical 100% is about 2200) - 2250, 2200, 2300, 2200, 2400, 2200, 2200, 2250. These were most likely originally purchased as a matched octet.
