Best "bang for buck" HDMI pre/pro

What is the best value in home theater pre-amp/processors that will upconvert composite, component, S-Video etc to HDMI?  I want to pipe all my various sources to the pre/pro, and run just the one HDMI cable to the LCD TV.  TrueHD decoding not required - if I go the Blue-Ray route, I'll get a player that does the decoding rather than doing it in the receiver.  Budget would be less than $2K (new or used.)

Integra 9.8.  You might find one still available as the 9.9 model is just rolling out.

I believe there is a review of the Onkyo Integra 9.8 by Kal Rubinson of Stereophile (January or February issue).
