I just noticed that i don't have C18 and C19 and it's not included in the parts list.
Are they needed?

I also noticed that D4 isn't installed on the assembly photo of the hagtech website.
Is D4 needed or was it just not installed when photo was taken?

Reread manual and didn't notice anything about either.

C18 and C19 should have been included with the misc parts that came with the kit.

D4 must of just been accidentally left off, don't have my Piccolo here to verify, but I remember installing everything from the parts list.

I wonder why there's a hole through the label of each and no C-18 and C-19 part on the list?

The holes happen to be there by chance.  The two caps are supposed to be included in the kit/2 bag.  I'll have to disuss this issue with my quality control person.  Somebody needs to get fired.
