discharging capacitors

Last week I had to replace a blown dual capacitor on my A/C condensor fan/motor.  These were 370 V 45 and 5 microfarad caps.  The repair manual talked about the need to discharge them before attempting repair.  So, the next time I get into the belly of my Cornet2 or Clarinet, should this be done?  If so, can you "short" them to ground?  Is there risk of damage?  I am asking because I have take my whole Cornet2 apart  :cry: in order to reverse the LED so it will be green.

Everything in the CORNET self-discharges in less than 30 seconds.  If put together correctly.
