A friend has asked me to id this tune/artist. I am stuck.

no idea - although it sounds like a song that was made using the "acid" samples cd and acompaning samples you can buy for that program

What program would this be from or for, Pro Tools, Acid Pro?

Acid samples CD? Could it be from one of these?
