Can you get a good not great phono pre for under $250?

I have upgraded to a Dodd battery preamp(eat your heart out :drool:), but now need a phono pre amp.  Having spent my stereo bucks for the year, can I find temporary vinyl happiness on a budget?

Yes,

A used Graham Slee Gram Amp 2 SE Phono preamplifier will handle a MM or high output MC cartridge.   Very musical.

The Gram Slee is the better amplifier. And later on, you can upgrade to the better power supply and not be embarrased by phono amplifiers costing $1k or more...

I hear good things about the Hagerman "Bugle", which itself can be run on battery power.

Yup, it too is a better amplifier than the Bellari, IMHO

Or save up a litte extra and go for the Jolida jd-9 :icon_lol:   I think it's around 300-350

The Channel Islands VPP-1 should be high on the list....it'll smoke most anything in this range.
add the psu, RAL umbilical, better pc....

I didn't see a turntable, tonearm or cartridge in your signature so I'm guessing that your question is to establish some rough costing for adding vinyl playback to your system.  If that's the case,  I feel that the cartridge might be the better option as to the item that you can scrimp on now and upgrade later.  Of course, not knowing what you have planned for a TT and tonearm makes it more of a mystery but perfectly serviceable cartridges are available in the $50-60 range.  I would hope that whatever hardware you choose, that the interest of economy doesn't prevent you from discovering the beauty of vinyl playback
