Good question!
From my experiences with cryo, which are significant because of my proximity to Jena Labs, I can provide a rough estimate on what components benefit the most. Although a rigorous ranking isn't really possible.
1. Power components. It seems the cryo really "cleans up" the metal-metal contacts on power duplex outlets and power cords. When I first installed a cryo'd power outlet, I was shocked at how much better the sound became.
2. Wire of any kind. This means interconnects, speaker cables, power cords, hookup wire inside amps, circuit board traces, and any other metal through which electrons flow.
3. Resistors, and diodes. Cryo treatment does clean these up a bit too. I really love the cryo-treated hexfreds.
4. Vacuum tubes. I am comparing a new production, cryo'd EI 12AT7 to a NOS Mullard 12AT7 right now. They are very similar in sound, even though the EI's cost $30 less. That would count as a dramatic improvement in my book! I've got another pair of Mullard 12AT7's in the tank right now. We'll see just how much better those get. Regarding power tubes, I haven't tested those yet.
Now if you want to spend money on cryo, I would start with your power products and your cables. If you are into DIY, consider sending in your resistors and diodes in for treatment (they will be cheap since cryo is generally by the pound). You can also purchase pre-cryo'd DIY-parts if you ask around.
