New Version of FLAC is released

Official version 1.13b of FLAC was released a few days ago.  According to the official website it is a substantial update, but I haven't given it a try yet.  Here's the link:

Can it be installed on top of an older version? I don't want to redo the setup process. By the way, EAC works better in Vista than in XP on my system.
