Curious if you are able to measure db difference between POWER OFF and ON at the device (not at your seat).

Oppo here too (BDP-95).  I've never measured it but I assume you're asking about operational / fan noise.  Once in a while, usually between songs, I can hear some fan noise.  The music masks any other noise I might hear.  I only hear slight spinning noise on startup and stop, not while the disk is spinning.  Honestly, in my listening position there is enough other ambient noise (a/c, 4 dogs, wife tapping on her phone or computer, birds outside, etc. that any operational noise is almost mute.  I turn the volume up.  :D

These observations are in my seated position.  If you're right on top of the unit, especially without music playing, the fan noise is more noticeable (when running).

I do play a lot of digital files through the Oppo as well from a solid state drive.  The same comments apply except there is an addition click, like the sound of a relay, between every song, during the silence.  I don't know what this is or why it does it.  This sound is from the player, not through the speakers. I've been curious if anyone else experiences this.

I put Sorbothane Hemispheres under CD/DVD players to reduce the shelf acting as a sounding board.
