1)  Can LPs be recorded to CD with high quality results without "remastering"
2)  Are there commercial companies that do this
3)  What kind of equipment do I need to this myself
4)  Is it legal

1.  Yes, depending on your level of equipment.
2. probably
3. I use a Pioneer Elite CD recorder.  You take the outs from your phono pre and run them directly to the analog ins of the recorder.  Take the outs from the recorder and run them into your pre.  You can also use headphones.
You have to manually input the track seperations, but that's pretty easy to do.
4. yes under the fair use law.

Or Run your LP into yourPhono pre and then the regular inputs on your preamp and then go from the tape outs on your preamp to the inputs on your cd recorder. Your Cd copies should still sound better than the regular cd's of the album you recorded. Depending upon the quality of your Turntable and Phono preamp.

I use a product by Xitel called INport.  Allows you to go from RCA-out (your amp Tape Out) to USB 2.0.  Two programs are supplied with the product that allow you to record to .WAV file on your computer, and then edit the tracks afterward.  You then burn to CD.  The USB route is much better (less electrical noise) than the sound card route.  I've had very good success with it, and think the finished sound is quite good.  Xitel includes all interconnects required.  You can also use this device to record from any analog source-minidisc, cassette, analog-out from DVD, etc.
