I am in the market for a relatively inexpensive SPL Meter (preferably under 100 USD, but I am flexible.)  I have tried three different phone apps and they all read wildly different, so I'm only interested in a dedicated instrument.  Thanks.

Get a Minidsp UMIK—1 mic and download REW on a computer. That should give you all you need and more.

When you say they were "wildly different," it makes me wonder if you were using the apps with different weighting. I have db meter, and NIOSH loaded on my phone, and they read pretty much identical if I select the same weighting.

I used the Dayton iMM6 and a headphone extension cable connected to my laptop. It usually about $20-25, has a calibration profile and can be used with REW just as well.
