I'm from central NY, leather stocking, area. We used to call Binghamton southern tier and Poughkeepsie was downstate.

Plattsburgh is upstate. ha

Agreed, NYC folks call Binghamton 'upstate', but myself being from Bflo/Roch, Binghamton is definitely 'southern tier' !
