Can someone explain to me why my desktop PC has to buffer music every 8 seconds from nullsoft (playing streaming through Winamp), while my laptop on WiFi using the same broadband connection doesn't have to.

there could be a number of reasons - but the simplest one is the connection strength for the wireless signal - are they the same? ie are both in the very good to excellent range?

also is it wireless "B"(up to 11mb/s) or "G" (up to 108mb/s with matching hardware)?

The Desktop is connected directly to the router via an ethernet cable.

have you tested the speed of the network?
does everything else run more slowly across the network to/from the desktop when compared to the laptop?

it would be very strange indeed if the desktop only slows down for winamp streams....

perhaps you have spyware on the desktop? or server software like skype, yahoo messenger and the like??? there are plenty of bandwidth hogging programs that run in the background and impair your network performance....
