Hegel p20 preamp very low volume

I have a Hegel p20 preamp that sounds fantastic, but the volume seem very low between 0 to about 3 on the dial and pass 3 it increases. Can’t seem to get that happy medium from 0 t0 3 on the dial. Any thoughts?
