is it safe to swap out JJ 12 AU7 tubes and replace with Tung Sol 12 AT7 's ?
Can anyone recommend a tube upgrade if I can't ?

You can, but there is going to be a change in the level of gain. It won't blow anything up, so you can try it, but it is not ideal. Just get some 12AU7s. They made thousands.

I thought it was the other way around due to mu factor and heater current?
In other words, if a 12AT7 is required, a 12AU7 can be a sub and not vice versa based on what the minimum that the circuit will provide?
