Again began appear various files named desktop.ini in various folders on my PC W7.
Who creates these files?
What they are for?

When trying to delete one of them I received the following msg:
Are you sure you wat to move this system file to the Reclycle Bin?
If you remove this file, Windows or another program may no longer work correctly.
The content is always like this:

IconFile=%SystemRoot%\system32\shell32.dll

Nothing to be concerned about, W7 makes them to determine the way a folder is displayed by Windows. These files can be found in any folder, anywhere on your computer, as long as that folder has a custom appearance set for it. Desktop.ini files control things like the icon used for that folder and its localized name.

You must have checked the Show hidden files, folders, or drives box.
Open Windows Explorer, click Tools, click Folder Options... and select the View tab.
Under Hidden files and folders
Click on the Don't show hidden files, folders, or drives button
click Apply
Click Apply to Folders
Click OK
Desktop.ini will be gone

Correct I use a custom look to all folders as large icons, big thumb photos etc
A couple year I deleted various these files and nothing bad happen.
So I think I will let this files there for sometime more.
