You're correct, passive would technically indicate that the circuit is passive and not actively powered.  But the term "passive" has been popularly (but incorrectly) used in recent years to also refer to active preamplifiers that have no gain.

Looking at your link, this is a "Tube Buffer Preamplifier", active not passive, but with no gain (gain = unity or 1X).  For many people this is the best of both worlds - providing impedance matching and "tube body" but without the additional gain that most systems really don't need, as the majority of power amplifiers have plenty of gain.
