Even those old school meters could always be rented. But it took skill to use those meters. In any case, it won't be me doing the renting.

The OP asked a simple question if he could use a volt meter to check for soil resistance. Some of us tried to answer his question in a manner that hopefully he understand. But not you! You are a big EE and are use to talking down to people.
I know it's tough for you, but try real hard and go back and reread the OP's original posted message. Then try real hard to follow the thread. Especially your posts.
I let it slide when you said it would cost $100K to get a 5 ohm electrode to earth resistance reading. It don't cost that in the central Midwest! You just made that number up, right?

“Ground resistance should be 1 ohm for substations and 2-5 ohms for commercial and industrial services.”
The lower the ground resistance the better.
A facility with high ground resistance is more susceptible to power quality problems than one with a low ground resistance. A high ground resistance can help induce large voltages into your electrical system causing electrical and electronic failure.
