New PC build: bad mobo?, monitor?, cpu?, cable? ugh.

Building a PC can be great, except when it isn't.

New PC worked fine with DVI and windows 8.1 pro. Then I used an HDMI cable. The signal disappears and the monitor goes black when I open a window (I think it has to do with the amount of white on the screen). It flickers but switches back on if i close the window (alt+f4)

So, I switched back to DVI, now the image just magnified and split and weird horizontal lines--totally unusable. wrong resolution I guess. The same thing happens when I use an old monitor with DVI.

I could return the faulty part. But, which one is faulty? Software? User error?

I've tried another HDMI cable, the monitor works fine connected by HDMI with laptop, and the new PC even works fine with an old plasma TV.

So odd.

Turn off everything.
With the HDMi cable connected to the PC, turn on the SINK (TV) first, then AVR (if there is one in the loop) and then finally the PC.

Does it still cause the same issue?

If yes,

Reboot and this time go into the bios and if the issue does not occur prior to loading Windows the issues is likely a config within windows.

Did you make sure all the video and other drivers are the latest?
Sounds like it could be a video driver problem.

I had some USB problems in a new build that went away when I uploaded newer drivers.

Thanks for the ideas. I did not download the latest drivers, this is a fresh new machine untouched by a network cable of any kind. I will try that next and post the result after work today.
