Ok, so if I get a 3.1 speaker setup and DD/DTS receiver, will I get DD or DTS decoding minus the rear channels or will the receiver fake the rear channels somehow?

If you put it into a surround mode (5.1 for example) you will get the front 2, plus center, plus sub, but none of the surround material from the rear.

Are there receivers out there that can fake the rear channels using the fronts?

The rear channels info. will be folded into the fronts just as listening to 5.1 in two channel is folded into two channels. The info. is not thrown away.
You will not get fake sounds from the rear of your room if that is what you are asking though.

Flintstone is correct. You will still hear the surround info, it just won't be coming from any rear speakers.
