The Music Hall table uses a "dead man" weight designed for use within a specific cartridge weight and a certain range of VTF. Anti-skate action increases when vertical tracking force is increased. A combination of too heavy a cartridge (or a low compliance cartridge) and too much VTF may cause this action. Also to a very lesser degree, a non-level turntable platform may add to the situation.
You also may have too light of a cartridge and not enough VTF.
Maybe you should tell us what cartridge you are using and what VTF you are tracking at.
