I realize the photo shows one 1966 box and one 1964. I pulled the 1966 by mistake but I do have a pair of NOS 1964 tubes.
Unanimously recognized as the king of the 2c51/5670/396A world and many believe the 1964 production year to be the best sounding -- substantially better than the '50s tubes. Bought these NOS tubes and never used them (they have been shelved as spares). Do not get this tube confused with the Bendix 2c51 Red Bank -- they are not the same tube and do not sound the same!
I'm not sure, but I will say these are not a matched pair.
