I would never consider cutting chassis holes for this build with a drill press, though I'm sure some have done it successfully.

The SMPS600 should work fine at 220V; it is built to sense incoming voltage and adjust accordingly

You probably will have better chances to find someone if you will publish:

 - list of all parts you want to put together (modules, chassis, connectors, etc.)
 - price you're willing to pay
 - time frame for build

I charge $150 build fee for stereo (one or two power supplies) or two mono blocks (one power supply each) + my discounted shipping/insurance cost anywhere worldwide (about $35 to 48 states).  Buyer will have tracking number within two business days after all parts arrive.  My website will soon have build page listing all parts suppliers and prices: sum total cost parts and parts shipping about $1675/pr mono blocs, sum total cost stereo/single power supply about $1400ea.  Ship parts to my address when you purchase parts.  I successfully built eight Ncore mono blocks and have long prior build history including amps from scratch and professional speaker build history, etc.
