Yes, I applied gasket tape around the PR holes to seal the endcap.  You could use silicone sealant.  In conversing with the guys at the Plant: the Plant glues sleeves into the PR holes because the holes were cut too large.  Don't ask me who's mistake it was because only God & the person responsible know, & God's not talking.  The sleeves have a flange (probably a byproduct of their manufacture, plus they provide a flat mating surface for the PR).  I cut the flange off with a chisel.  Cut from inside the hole & carefully remove only the flange, not the sleeve itself.  You want to keep the sleeve area intact to hold the PR screws in the case of re-installing the PR's.  Do this fully at your own risk.  But don't worry, if some of the sleeve is removed, in re-installing the PR later, the mounting surface could be sealed with appropriate gasket tape or silicone.
