A friend's computer just started exhibiting intermittent red or green static (for lack of a better word).  It occurs horizontally across the monitor.

First thought. . .do you think the monitor or graphics card is the culprit?

First thought .... the monitor or the cable.
 
Of course it could be the video card, but the majority of visual problems I have seen on computer monitors have been the monitor (or the cable).  If it's not an all-in-one computer or laptop, then at least easier troubleshooting is possible by swapping out the cable or connecting the computer to another monitor or another monitor to the computer.
